The Law of 16 June 1859 allowed the annexation of eleven neighboring municipalities between the old wall of the Farmers General and Paris military enclosure. The capital then doubled in area and was divided into twenty arrondissements. To commemorate the event, a painting, intended to adorn the council chamber at City Hall, was commissioned to Yvon. This is the painting now in the Musée Carnavalet. This painting was soon replaced by a second version, also by Yvon, which contained the Empress, who disappeared in the fire at City Hall in 1871.
