John Whites (1755-1838) is dressed in the uniform of Inspector General of the Public Works. He wears the insignia associated with (left to right) the Order of the Red Eagle of Prussia, the Order of the Dutch Lion and the Order of the Legion of Honor. In the background are probably shown Willem locks in Amsterdam. Willem Locks are the access to the North Holland Canal, which was completed in 1824 and was one of the most famous works of engineering Whites. The locks were named to the Principal King William I.
